Kaynaklar

  • Ana liste: BM Dag Hammarskjöld Kütüphanesi'nin (DHL) Güvenlik Konseyi veto listesi. İndirilen sayfanın değiştirilmemiş kopyası SHA-256 özetiyle tanımlanır: .
  • Referans tablo: Sievers ve Daws, The Procedure of the UN Security Council, Tablo 4 (18 Eylül 2025 sürümü). Liste bu tabloyla satır satır karşılaştırılır.
  • Birincil belgeler: Güvenlik Konseyi toplantı kayıtları (S/PV), karar taslakları, Genel Kurul toplantı kayıtları ve kararları, Konsey'in özel raporları, BM Günlüğü (Journal of the United Nations).

Her sonuç toplantı kaydının sayfa numarasıyla yazılır.

Veto tehdidiyle oylamaya sunulmayan taslaklar ve Konsey'in eylemsizlik vakaları henüz eklenmedi.
  • DHL listesiyle referans tablonun uyuştuğu kayıtlar ayrıca toplantı kaydından doğrulanmadı; toplantı kaydına yalnızca iki kaynağın ayrıştığı ya da tek başına yetmediği durumlarda başvuruldu.
  • Oy dağılımlarının çoğu referans tablodan alınmıştır.
  • Genel Kurul tartışmalarından bazılarının resmî toplantı kaydı henüz yayımlanmadı; bu tartışmalarda konuşmacı sayıları BM Günlüğü özetlerinden alındı ve bazıları Genel Kurul Başkanlığı'nın özetlerinden bir-iki delegasyon farklıdır.

About

The Veto Atlas collects the vetoes cast in the UN Security Council since 1946, with their sources, in a verifiable and downloadable dataset. The atlas takes as its starting point President Recep Tayyip Erdoğan’s call that “the world is bigger than five”.

This page explains in plain language how the data were compiled. The detailed rules are on the Methodology page.

Sources

  • Main list: the Security Council veto list of the UN Dag Hammarskjöld Library (DHL). An unmodified copy of the downloaded page is identified by its SHA-256 digest: .
  • Reference table: Sievers and Daws, The Procedure of the UN Security Council, Table 4 (version of 18 September 2025). The list is compared with this table line by line.
  • Primary documents: Security Council meeting records (S/PV), draft resolutions, General Assembly meeting records and resolutions, the Council's special reports, and the Journal of the United Nations. Vetoes after the last date covered by the reference table (18 September 2025) are added from these documents.

How we count

  • Two numbers are given together: the number of proposals that failed because of a veto and the number of negative votes cast. If two permanent members vetoed one proposal, that is one proposal and two negative votes.
  • Vetoes cast in private meetings, for which the official record does not say who cast them (appointment of the Secretary-General), are counted as proposals but not in the negative-vote total.
  • Vetoes of the Soviet Union are shown separately from those of the Russian Federation. "China" vetoes before 25 October 1971 belong to the Republic of China.
  • Vetoes of paragraphs and amendments, and "preliminary question" (double) vetoes, are marked separately.

Date rule

The date of a veto is the calendar day on which the vote actually took place. For meetings that ran past midnight, this day can differ from the date in the heading of the meeting record; both dates are kept in the record. Record identifiers (e.g. V-1950-09-05-1) are permanent keys; the date inside them carries no information.

Topics and agenda items

Each veto is assigned one of topics as its main topic; some vetoes are also linked to another topic as a secondary topic. Topic counts include only the main topic. In the English version, agenda items are shown in their original UN wording; the Turkish version gives faithful Turkish translations next to the original. Topic assignments and translations are editorial decisions and are recorded with their reasons in the source files.

General Assembly debates

By resolution A/RES/76/262, adopted on 26 April 2022, the General Assembly decided to hold a debate within 10 working days after every veto. For every veto after that date, the atlas shows the Council's special report, the meeting records of the debate and the number of delegations that spoke. If the matter was taken up in an emergency special session of the General Assembly, only the meeting records and the resolutions adopted are listed.

Language of causation

The atlas does not claim that a veto "led to" particular outcomes. What happened after a veto is described in the frame of "the period following the blocking of the draft", and only on the basis of published data from UN agencies or recognised independent institutions.

Corrections and verification

Every difference between the two sources is recorded with its reason in a corrections file; no corrections are embedded in the code. Where the sources disagree or are not sufficient on their own, the relevant meeting record is opened: the vote breakdown is counted from the voting list in the record, and the voting day is determined from the opening and closing times of the meeting and from time references in the statements. Every finding is recorded with the page number of the meeting record. Where no definite conclusion can be reached, no guess is made; the record stays "under verification" and the reason is shown.

The notes attached to the records and the reasons for corrections are written in Turkish and translated into English; the Turkish text is the original. Document symbols, page numbers and proper names are not changed in translation.

Known limitations

  • For now the atlas includes only formal vetoes. Drafts not put to a vote because of a veto threat, and cases of Council inaction, have not yet been added.
  • Records on which the DHL list and the reference table agree were not separately verified from the meeting record; meeting records were consulted only where the two sources disagreed or were not sufficient on their own.
  • Most vote breakdowns are taken from the reference table.
  • The official records of some General Assembly debates have not yet been published; for these debates, speaker counts were taken from Journal of the United Nations summaries, and some differ by one or two delegations from the summaries of the Office of the President of the General Assembly.
